BULIISA DISTRICT FACTSHEET
Buliisa District has 10 Sub-Counties/Town Councils, 39 Parishes and 131 villages.
The population of Buliisa is 167,894 according to the census report 2024.
In the 2021 Presidential Elections, Buliisa had 44,869 registered voters. Out of these, 28,326 (63.1%) voted.
His Excellency polled 19,316 (72.5%) while NUP polled 6,152 (23.1%). The others polled 1,162 (4.36%).
In 2025, Buliisa District has a total of 61,122 voters. The voters increased by 16,253. The Polling Stations are 148 up from 96 in 2021.

· Buliisa District with 37 PDM SACCOs has cumulatively received Shs. 13,175,593,699=. Out of this, Shs. 11,336,660,000= (86.04%) has been disbursed to 11,323 beneficiary households.
· Buliisa has a total of 32,798 households. Out of these, 11,323 (34.52%) have received PDM funds.
· Out of 32,798 households in Buliisa, when you subtract the 11,323 (34.52%) of the households in Buliisa that have benefited from PDM, the balance is 21,475 (65.47%) households. These include even those who are already in the money economy.
EMYOOGA
Buliisa District has a total of 18 Emyooga SACCOs with 12,384 members. Government has so far disbursed a total of Shs. 780,000,000=.
EDUCATION SECTOR
Buliisa District has a total of;
· 31 Government primary schools and 46 private schools.
· 4 Government secondary schools and 8 private secondary schools.
· All the 4 Government secondary schools provide Universal Secondary Education and Universal Post Ordinary Level Education and Training.
DISTRIBUTION OF GOVERNMENT PRIMARY SCHOOLS IN THE PARISHES
Buliisa District has 39 Parishes, with 23 hosting at least one Government primary school while 16 Parishes are still lacking. However, Buliisa District has a total of 31 Government primary schools. Therefore, some Parishes have more than one Government primary school.
SECONDARY EDUCATION
Buliisa District has 4 Government secondary schools. It has 8 private secondary schools. All the 4 Government secondary schools Provide Universal Secondary Education and Universal Post Ordinary Level Education and Training with a total enrolment of 1,928.

Buliisa District has 10 Sub-Counties, with 4 hosting at least one Government secondary school, while 6 Sub-Counties are still lacking.
CONSTRUCTION PROJECTS IN BULIISA
Buliisa District is benefiting with the construction of 3 Seed Secondary Schools. With the completion of these 3 Seed Secondary Schools, the Sub-Counties without a Government secondary school will reduce from 6 to 3.
HEALTH SECTOR
Out of 10 Sub-Counties in Buliisa, 01 has Government Hospital, 02 have HCIVs and 5 have HCIIIs. However, three (3) Sub-Counties of; Butiaba, Biiso and Wanseko Town Council do not have a Health Facility of either a HCIII, HCIV or a Hospital.
The following are planned:
· Upgrade Buliisa HCIV & Biiso HCIV to General Hospitals.
· Upgrade Bugoigo HCII in Butiaba S/C to HCIII.
· Construct new HCIIIs in Wanseko TC and Biiso Sub-County.
Currently ongoing constructions
· Construction of (2) twin staff houses at Avogera HCIII & Butiaba HCIII.
· Procurement furniture; Benches, Chairs and tables –Bugana HCIII & Buliisa HCIV.
· Construction of twin staff House at Buliisa General Hospital (Island).
· Construction of OPD Block-Buliisa HCIV.
Hospital or Health Centre IV coverage by Constituency
· Buliisa District has 01 Government Hospital and 2 HCIVs in Buliisa Constituency with 2 Doctors. There is also an ambulance at Buliisa Hospital.
Availability of an X-Ray
· There is a Digital X-ray without a Radiologist at Buliisa Hospital.
WATER SECTOR
· Out of 131 rural villages in Buliisa District, 118 have access to a safe water source, representing a coverage of 90%. This leaves 13 villages (9.9%) without access to safe water.
Completed Interventions;
· Completed construction of Kigoya mini solar powered Piped Water System (PWS), Sambye Piped Water System in Ngwedo Sub- County serving 3,789 persons.
· Completed construction of Buliisa Town Council – serving 4,976 people.
· Completed construction of Bugoigo–Walukuba–Butiaba – serving 7,148 people.
· Completed construction of Biiso RGC – serving 2,987 people.
· Completed construction of Wanseko Town Council – serving 2,000 people.
· Completed construction of Ngwedo RGC – serving 3,789 people.
· Completed construction of Nyamukuta RGC – serving 3,000 people.
· Protected 01 spring (Udukuru B).
· Drilled 07 deep boreholes in Kitahura, Bikongoro, Angolyero, Itutwe A, Kijangi-Munonde, Kijura-Olwoch and Akimi A-Oringi.
· Rehabilitated 20 water sources in Kakora-Ubothi BH, Uribo-Alengo BH, John Bosco-Kateera BH, Kihungya-Mugume BH, Nyamasoga TC BH, Mirembe P/S BH, Kimbeni BH, Kampala A BH, Kirama-Wamamba BH, Avogera-Munonde BH, Mubaku- Roman Catholic BH, Kijumbya-Tayari BH, Waiga P/S BH, Nyeramya P/S BH, Kihungya TC BH, Tangala-Kayira BH, Tangala-John BH, Kansinsi BH, Kibambura-Agaba BH and Avogera-Sim Sim BH.
· Constructed 02 public latrines (Kitahura village in Buliisa TC and a 5-stance VIP Lined latrine at Uribo market place).
· Motorization of 02 production wells of Kabolwa.
· Designed Uribo Piped Water Supply system.
Ongoing Projects:
o Drilling is ongoing for 03 deep boreholes (Kibambura, Udukuru B and Kabolwa).
o Rehabilitation of 07 water sources (Kigoya-Kisonge, Bugana-Ngazi, Kijangi Red-cross school, Kihungya P/S, Katumba, Kampala Chebo and Bugoigo-Munara).
Future plans;
· Expand the Bwizi–Nkoma–Kahunge Piped Water Supply and Sanitation System to reach additional underserved communities.
WATER FOR PRODUCTION
Completed Interventions
· Kisomere solar powered irrigation scheme and Kilyango solar powered irrigation scheme Kilyangu, both located in Ngwedo Sub- County, Nile Parish covering 20 and 13 acres each.
ent Plan (98% completion) covering Buliisa, Hoima, Kagadi, Kakumiro, Kibaale, Kiryandongo, Kikuube, and Masindi.
· Waaki Micro-Catchment Management Plan (100% completion) covering Hoima District.
· Albert Water Management Strategy & Action Plan (90% completion), laying the foundation for participatory water management at the catchment level.
· Establishment of two apiary units (Bulima & Kabango) in Masindi district for alternative livelihoods and restoration of degraded wetland areas.
· Training of 150 community members in beekeeping as an alternative income source.
· 120 beehives given out to communities as alternative livelihoods in Kiiha catchment.
· 5,667 water samples analyzed from rural water sources in Buliisa, Hoima, Masindi, and Kagadi.
· Integrated Water Resources Management and Development Strategy & Action Plan for Oil and Gas Use completed.
· Assessment of the potential impacts of oil and gas development and associated activities on water resources done.
· Ensuring sustainable water abstraction and pollution control in extractive activities.
· Enhancing alternative livelihoods through projects like beekeeping in Kiiha Catchment.
· Strengthening multi-sectoral coordination in oil and gas regions to ensure compliance with water resource regulations.
ENERGY SECTOR
Buliisa District is now connected to the National Grid.
· Out of 10 Sub-Counties in Buliisa, 8 are connected to electricity.In the next kisanja, government will extend electricity to Nyamukuta Sub-County and Kihungya Town Council which are not electrified.
