In recent years, Uganda’s judiciary has shown remarkable progress and commitment towards transforming its legal system. The latest Judiciary Annual Performance Report for the Fiscal Year 2022/2023 provides an encouraging insight into the significant strides made towards creating a more efficient and accessible justice system in the country.

One of the most promising aspects of this report is the increased government funding for the judiciary. The budget allocation has seen a steady rise over the past few years, demonstrating the government’s recognition of the crucial role played by the judiciary in upholding the rule of law and ensuring justice for all citizens.

This financial support is a clear sign of the government’s commitment to strengthening the legal system, which is the foundation of a just society.

Efforts to improve case management efficiency are particularly noteworthy. The statistics from the report show a consistent increase in the number of cases registered and completed. In the 2022/2023 fiscal year, an impressive 266,323 cases were successfully closed. This reflects the dedication of the judiciary in addressing the backlog of cases and ensuring that justice is not delayed.

The breakdown of performance at various court levels is also commendable. High Courts have been particularly efficient in completing cases, showing the commitment of judges and magistrates to clear cases promptly. Magistrates, at different levels, have also made substantial progress in case completion, reflecting the dedication of the judicial officers in delivering justice.

The report’s detailed analysis of case disposal by case profile underlines a balanced approach. This approach is essential in providing justice that is both fair and equitable. Another impressive achievement is the reduction in the case backlog, which now accounts for 27.48% of all cases, down from 32% in the 2020/2021 fiscal year. This signifies a consistent effort to address pending cases more promptly and effectively, ensuring that justice is not delayed for those who seek it.

The plea-bargaining program and day-to-day hearings have contributed to an efficient resolution of cases, showcasing innovative approaches adopted by the judiciary. These methods not only expedite case resolution but also ease the burden on the legal system.

The Small Claims Procedure (SCP) has played a pivotal role in resolving cases, with 22,092 cases completed. The expansion of SCP to 178 courts across the country has increased access to justice for more citizens, making the legal system more accessible to those who need it most.

The initiatives to enhance access to justice, such as the creation of more High Court Circuits, strengthening the legal framework, and providing better infrastructure, all point to the judiciary’s commitment to making justice more accessible to all citizens. These efforts are vital in ensuring that justice reaches every corner of the nation, reducing disparities and inequalities.

The successful implementation of the Electronic Court Case Management Information System (ECCMIS) is a testament to the judiciary’s commitment to embracing modern technology. The increased efficiency, case clearance rates, revenue collection, and user engagement show how technology can revolutionize the legal system, making it more accessible and transparent.
