The National Identification and Registration Authority (NIRA) has announced a new date for the mass enrollment and renewal of National Identity Cards, which are yet to expire. The exercise will begin by the end of July 2024, according to Rosemary Kisembo, the Executive Director of NIRA.
“The mass enrollment and renewal exercise was set to start on June 1, 2024. However, due to unforeseen delays in the procurement process, the exercise did not take off. Nevertheless, by the end of July 2024, the exercise will commence.” Kisembo said.
The renewal exercise will focus on renewing all cards issued between 2014 and 2015, in accordance with the Registration of Persons Act, 2015.
NIRA emphasized the importance of this exercise in relation to the electoral roadmap and the expiration of some cards beginning in August 2024. The government is taking measures to ensure that the delays do not have a negative impact on service delivery and the roadmap. Additionally, steps are being taken to prevent any disadvantage to the public due to the delays.
In 2014, a similar exercise was successfully carried out over four months. The Ministry of Internal Affairs and the National Identification and Registration Authority has assured the public that the government will complete this exercise successfully within the specified timelines.
The NIRA is responsible for registering all Ugandan citizens. As of September 2022, the National Identification Register had 25.9 million Ugandans registered. It is estimated that 17.4 million Ugandans are not yet registered in the National Identification Register.
