SUMMARY: The Government is in celebratory mood after the International Monetary Fund (IMF) and World Bank (WB) reopened the borrowing window that was shut down two years ago after the Parliament passed what has come to be known as anti-gay legislation. The Permanent Secretary, Ministry of Finance, Planning and Economic Development, and the country’s Secretary to Treasury, Ramathan Ggoobi, while announcing the resumption of borrowing from the WB and IMF, stated that in the next three years Uganda can borrow up to nearly UGX 7 trillion.
