SUMMARY: The Government has launched the Uganda National Land Information System (UNLIS) online portal and mobile application to ease land transactions across the country. Minister of State for Lands Dr, Sam Mayanja officiated at the launch yesterday at the Busiro Ministry zonal office in Wakiso District. “The online portal [and app] will provide citizens with instant search results for land titles, status of land transactions and verification of parcel details across the entire country upon payment of a search fee of Ugx10, 000 per search. It eases doing business in Uganda by taking land services closer to the landowners and users,” Dr. Mayanja said.

SUMMARY: The Director of Public Prosecutions (DPP), Justice Jane Frances Abodo, has agreed with the recent ranking of Uganda’s Criminal Investigations Directorate (CID) among Africa’s top agencies, saying there has been a remarkable improvement in the investigation of cases. The 2024 survey conducted by Kenya Trak, a research firm in Nairobi, showed that Uganda’s CID is the third most effective investigative agency in Africa. It scored 74%, which placed it behind Kenya’s Directorate of Criminal Investigations at 82% and Ghana’s agency at 76%

MUHWEZI SPEAKS OUT ON DIGITAL NUMBER PLATES

SUMMARY: Security Minister Maj. Gen. (Rtd), Jim Muhwezi has said the Intelligent Transport Monitoring System (ITMS) project, which will see motorcycles, vehicles and boats across the country get new digital number plates is on course. Muhwezi said the project will be rolled out starting next month as planned. “Come November1st this year, motorbikes are going to be registered and come January 1, 2025, we are going to start registering the civilian vehicles,” Hon. Muhwezi stated.

EXEMPT LOCAL CONTRACTORS FROM BANK GUARANTEES, SAYS PRESIDENT MUSEVENI

SUMMARY: It has been a common practice in Uganda that for any contractor, especially in construction, to take on projects, they must present bank guarantees as a security for performance. Under the practice, many contractors have had to stake their property to secure the guarantees, but default on the conditions for the guarantee mainly due to delayed payments, especially by the Government. However, President Yoweri Museveni has recommended that there should be no guarantees from banks for local construction companies.
